Uploading deconstructed

Now that the dust has settled a bit on the uploading of some costs from municipalities to the Province, we can get a better sense of what it means for Guelph.

The Province announced that the upload for Guelph is $11.1M annually. This includes Ontario Disability Benefits, Ontario Disability Support Program and Ontario Works Benefits. It is important to note that this figure is based on the projected value of these programs in 10 years i.e. in 2018.  If these services were all uploaded based on costs in 2007, it would represent about $7.1 M for Guelph.

Most of this $7.1 M – 80% of it – was actually announced over a year ago (August 2007) - $5.7 M for Ontario Disability Benefits and Ontario Disability Support Program costs.  The remaining $1.4 M was actually a new announcment (Ontario Works Benefits).

The Ontario Drug Benefit program costs ($1.3 M) were uploaded in 2008.  Administration costs for the Ontario Disability Support Program (ODSP) will be uploaded in 2009 ($0.79M).  ODSP Benefit costs ($4.5 M) will be uploaded over two years 2010/2011.   These costs are expected to increase for municipalities before they are uploaded. 

The remaining upload of Ontario Works Benefits ($1.4M) will take 8 years starting in 2010.
