Had a very serious letter from a young man wanting me to postpone Halloween because of the storm. Glad he had a rain free evening!

Wow. Do you have the authority to do that? I thought nothing like that could happen after McGuinty shuttered Queen’s Park.

Some towns in the U.S. had to cancel Hallowe’en because of the severity of the storm. I guess that is why he thought it could be done here! Fortunately, we were not facing an emergency situation in Guelph. Good question as to who can make such a decision.
