Setting our Direction

Council launched its strategic planning process last night.

One of the key roles for Council is to establish the strategic direction of the organization in collaboration with the Executive Team.  The City of Guelph has a long and successful history of strategic planning and each term offers an opportunity to build upon that history.  This term is no exception.

We received a draft environmental scan that examines current and future issues shaping the Guelph Community.  This means looking at external conditions (political, economic, social, technological, legislative, and environmental) and internal conditions (governance, services, technoloyg, leadership, business processes, resources and culture) and considering our strengths, weaknesses, opportunities and threats — strategic planning 101.

We had a presentation by Barry Watson (President and Chief Executive Officer of Environics Research Group) on their research team and approach to the representative community survey they will be conducting for us.  Members of Council had an opportunity to provide input on the areas of focus for the survey.   The survey will provide important information to Council as we proceed to develop the strategic plan for this term.

Chris Bart (Principal, Lead Professor and Founder, The Director’s College and Professor of Strategy and Governance, DeGroote School of Business, McMaster University) provided an animated overview of the strategic planning process.  This gave Council an opportunity to understand the process and provide input.  

A key difference this term is a focus on the City of Guelph’s mission statement – that is to say, what is our business?

From my perspective, the most exciting part of the evening was the consensus that developed amongst members of Council and the Executive Team to conduct a complete review of the services and programs that the City currently provides.  The purpose of this review would be to answer the following questions:

  • What should our core businesses be?
  • What businesses should we get out of?
  • What businesses can we deliver in a new way?

This work coupled with a more rigorous process to link our strategic initiatives with SMART (specific, measurable, acceptable, realistic, and timely) objectives will significantly strengthen our strategic planning process and improve the final product.
