During the development of the Guelph CEP, we often referred to Stockholm as a City with a comparable climate to Guelph.  They have currently approximately half the GHG per Capital of Guelph.  

I am attaching an article that talks about their new goal to achieve net zero. 

There is a major contribution for efficient construction and using district heating/cooling as a natural vehicle for migration first to low-carbon (Combined Heat and Power (CHP)/Heat-only boilers) to no-carbon (biogas/biomass CHP, solar thermal etc) in the plan.  Our Community Energy Plan also takes this approach although we are along way from catching up with Sweden.
